Five Bangladeshi terrorists arrested near Sellafield. Hardly discreet were they?

I mean, five young men of Bangladeshi appearance, probably with ney or asian accents, going around one of the most predominantly white areas in the country. They were taking photos of a nuclear plant the very day when people were told to be on their guard for suspicious activity. Are they just the world's most stupid would be terrorist or are they trying to distract our attention from something else? As discretion does not seem top be their strong point
