What is the difference between copyright infringement and fair use?

The difference is in the amount of material being used. A small excerpt will generally fall under the 'fair use' exemption to copyright law. Excessive quoting will trigger a violation. (I don't know that there are any hard and fast rules about where the line is between the two.)
