What do you mean by Devil in the idiom "Between devil and deep sea"?

This idiom probably came from the biblical story where Jesus is troubled by Satan (Devil) when he is in meditation on the top of a cliff facing the sea. He was literally caught between the Devil and the Deep sea. In Tamil, 'Satan' is 'sathaan'.
