My female cat who is 4months old keep attacking my established female cat. ?

she seeks out the other female and terrorizes her. I squirt her with water and she still does it. how can i stop her from this becoming a pattern. My older female is tired of this and try's to hide from her. Is my new cat going to be a bully. She really bites the older one help!
