Have the Bears already given up on competing next season?

I have heard of nothing but stupid moves from the Bears as of late. They haven't signed anyone worthwhile in free agency, they have already lost Rashied Davis, Devin Aromashodu, and Brad Maynard, they are for some reason trying to trade Greg Olsen, and now they are supposedly near losing Olin Kreutz to the 49ers. Have they completely lost their minds? I can't see them even coming away from next season with a respectable record at this rate.
