LAW: Faulty traffic lights?

Tricky question. You would have to prove that the lights were faulty. How you go about that if getting an engineer to check which is rather impractical when you are stuck in a queue of traffic. There is usually a contact tel no on the lights in case of problems and that is the one to ring.
